Initially, when first built, the reason was that of the several components between your fingers and the control valve, none were manufactured with a tolerance of 0.000001 inch (i.e., about perfect), so adjustment was necessary to make control move to a specified position with lever in a specified position. 70 years later, adjustment is needed due to wear in the several components of that linkage. And the need to adjust should be very infrequent! 2 5/8- 2 3/4 is not critical at all. That is the 'working point' of lever and you can actually set that point pretty much where you like it.
