Looks like you are missing the washer, castle nut, and cotter pin that go on the external end of the touch control shaft. Adjust tension of the castle nut so the friction disc holds the touch control lever in place. It should take 4-5 pounds of force to move the touch control lever.
If the quadrant needs to be adjusted, four bolts that hold touch control to the top cover are in slotted holes. Loosen those four bolts just enough so the touch control lever assembly can be moved in relation to the top cover. The quadrant is adjusted correctly when the lift arms start to drop when the touch control lever is moved 2-5/8" to 2-3/4" down from the top.
