HP is HP but you must compare apples to apples, i.e., PTO HP to PTO HP.
Be advised that snow blowers are heavy. Mounting one on a FEL is not a good idea as you will need significant counterweight.
That said, front mounted snow blowers for compact tractors (not FEL mounted) are readily available. Such snow blowers mount to sub frames mounted beneath the tractor. As a result the snow blower is much closer to the tractor than would be a FEL mounted unit be.
Your 640 is closer to 32 PTO HP than 30. A 32 PTO HP compact tractor will do as much work on the PTO as will your 640 but it will be considerably lighter. As a result it will produce less drawbar HP even with FWA.
