Yes, either pull plugs and dry/clean off and reinstall or replace with another clean/dry set and check battery for a full charge or have it tested at a starter shop. Turning over usually means starting. If it cranks fine, but no turning over, plugs may be fouled/wet as stated, but continuous cranking will wear down the battery. The extreme cold doesn't help the battery.
