What does "packed the cylinder" mean?

WHat is the overall condition of the hoses? It's possible there is a flapper in the line to the cylinder, restricting flow. It may require a gauge to measure the pressure accurately.

Did you install a rebuild kit spec'd for your cylinder?

You may want to disassemble the cylinder and make sure you didn't cut an O ring on installation and make sure any other seals are installed correctly.

Clevis isn't bent and binding? Same for the cylinder bore, no dents etc.? . Rod is straight and undamaged?

I'm not sure of the configuration of the cylinder you are working on. Some have a single O ring to seal the piston in the bore, others more complicated sealing components, chevron seals, proprietary O rings or square profiled looking common but aren't.

Based on the size and application I doubt your cylinder is very complicated.
