I don't believe your carb and/or governor are the true root causes. Is you battery fastened down? Keeping the battery secured is often overlooked by fellas. It's fine when the tractor is stationary but as soon as it is working in the field it will bounce all over and possibly create a shorted cable or wire. I think you answered your own question with your electrical switchover job. Look at wiring to be correct and for shorts.
