Usually the problem is with the cable. Remove the cable. Make sure the cable spins free in the jacket, and isn't twisted in half. Check both ends to see if they are not rounded-off. A new cable may fix the problem if the ends look badly worn. Before installing the old or a new cable, thoroughly clean all crud from the threads so both ends will thread all the way on. This has worked for me every time.

The proof meter can be tested by spinning the input by hand. A small screwdriver may be needed to turn some of them. The needle should bob a bit, and the counter numbers should eventually turn.
