It all depends on how cold it gets where you are and how big the sump is on your tractor. Maybe if kept in a shed OK down to zero. If you get hard cold of -20 or lower the oil pan heater will do little except help the engine turn over easier.
A tank heater will circulate water throughout block and head warming the combustion chambers which is what is needed especially in diesel engines. It will also help reduce the amount of of oil dilution especially if you are using a winter mix of 80/20 or 50/50 diesel. For really deep cold use a tank heater and a small crib heating pad on low over the batteries and the machine will start at forty below like it's summer.
