With engine off, source voltage to “resistor block and thus to the coil” comes from battery via the ammeter, not from bat terminal on regulator.

There should be a wire from battery through the ammeter to the terminal block where it connects to the switch and Bat terminal on regulator. Sounds like this ammeter wire is might somehow be mis-connected to generator causing you to see voltage on generator and regulator but not on switch, coil and bat terminal
