Is the key on?

Check battery voltage first; 6.35 if the points are open, about half that if they are closed.

Check the IGNITION circuit from the coil back to the battery. Coil-resistor block-key-battery side of solenoid. You're v/r is in the charging circuit. Forget about it for now.
