The block coolant drain petcock is on the LH side of engine, near the starter as shown in the picture. It is brass and is screwed into the block via an NPT (tapered pipe threads) petcock. Removing the starter is easier when this is also removed first. Drain some coolant out of the block first. Go the bottom of the radiator and you'll find another brass petcock similar to this one and place a pan/bucket underneath then open it up to drain coolant.
