Asking the value of something like a used tractor without pictures at least is like your wife asking you if you think that dress makes her look fat. We can't make judgments based on the little information given, and even then, it'd only be a guesstimate. Anything 'new' on a item for sale indicates that maybe there is a problem area being masked. A new battery could mean it had been setting a long time, non-starting issues, and always be leery of a 'new paint job' as it often is an attempt to hide oil leaks and rust spots. 1310 Model. OK. Isn't that one of the Japanese built units from the 80's? Whatever you may buy, check into parts and service. If parts are not easily available, run away. you best look at ebay and the other auction sites for similar models and what they are going for. Compare. You should post some pictures when asking this. Someone may spot something you missed. Just giving my advice...
