What is the differences in the diametric measurements?
TUbeless or tube type? Did it start and just not seat completely or can't you get it to take air?
SO.........Maybe clean rim really well, slather tire soap or non grit hand cleaner on both. DOn't be bashful. Put the tire and wheel under a bench or a jacked up wheel on a tractor etc. (safety first, yada yada.) Use a stick on inflator, stand back a couple of yards and air it up. How high is up to you. You get the idea.
I had to resort to extreme measures to get a replacement tire to seat. Spit shined bead surfaces on the rim, tire soap and a lot of pressure. Took a couple of tries. I aired it, left it and did a few things around the shop. Took a few minutes for that satisfying "TWANG." It seated. The tires on mine have a rib along the outer edge of the bead and it looks a little like the tire is not completely seated. I guarantee it is.
