I had a similar problem with a new fuel valve until I realized the carb float valve was shut with fuel in the bowl and created an air lock that seemed to prevent fuel from descending into the sediment bowl. Drained the fuel some from the carb and that immediately allowed fuel to flow from the tank.

Also with a new fuel valve I found a factory plug on one port for the fuel line was only hand tight and that was leaking. Tightened and fixed (new valves have two possible ports for different tractor applications).
