If wired as original factory ammeter was, then it is a net reading ammeter, so it should have been showing a major negative (discharge) while generator spun with engine stopped. No doubt that the cut out contacts inside the regulator were stuck closed. If it happens again, give the regulator can a sharp wrap & the spinning will likely stop as contacts are jarred open. Key on or off is irrelevant.
