HiYa Tommy-
The 'fitting' is the coolant drain petcock, p/n 8115, a brass 1/4 NPT plug mounted on the block between the starter and oil filter housing see pictures. There is no hose connection to it so if you have something there, it ain't right, someone put it on probably to help facilitate draining the coolant. Most likely when the manifold was replaced as often times a manifold stud or two get pulled out and thus causes the water jacket to spew coolant out. By the way, there is also the same brass NPT petcock on the bottom of the radiator to assist in draining the coolant as well. It is also recommended to remove the petcock when servicing the starter. It helps to remove it in order to pull the starter off. Get out your essential manuals, MPC, F-04, and operators manual to see the parts and descriptions.
