I have a cutaway view of the 9N transmission.A worn shifter could allow plenty of water to leak past the shift rod.In any case it pays to keep the tractor under cover of some sort.A full cover traps ground moisture under a tarp.I note that small machines kept covered often have ignition point problems.Delco Remy points came in sealed boxes.Other brands packed in simple cardboard boxes always had a white film on the point surfaces that had to be cleaned off with lacquer thinner to make sur the engine had ignition.In short if you have water in your boot ,you have a leak.
