‘Emergency’ brakes on a NAA

I recently purchased a ‘53 NAA. I also purchased an owners manuel and a shop manuel. The emergency brake on the tractor does not function as designed since a previous owner had painted the tractor and did not take the necessary steps to prevent the brake parts from seizing up when the paint dried. I’m in search of a solution for freeing up the necessary parts so that this added safety feature can be used.

To paint a better visual picture (pun intended), the brake pawl (?) does move freely, however the piece with the ‘teeth’ does not move at all. I have tried WD40 as well as paint stripper to loosen the frozen part but that has not worked.
