Would you be willing to try another carb? I'd try one with a later bronze weep drain plug and see what happens. Maybe the horsehair has run its course. I do not think it is the float setting, nor the solid or rubber tipped float needle valve. You seem to have covered all the bases on possible causes except the drain. Does the carb also have another brass plug near the main drain? I need to ask but if it is the early horsehair drain I'd say no. If it does, when you remove it, do you have drainage flow? Also, when you remove the 1/8-NPT drain plug, open the Fuel Sediment Bulb Valve 2-turns, what does fuel flow look like? When the tractor gets shut down, you are closing the Valve all the way right? If you want to try another carb, I have a M/S TSX-33 carb all recently rebuilt by myself. My email is open...
