The nature of the valve train with Solid Valve Tappets will have a slight, faint click about it. I've set valves like these both ways and prefer to do it with engine not running. I do start the engine after each cylinder's valves are adjusted to build the heat back up. I am of the opinion that Ford instruction is to adjust while running to keep temperature up and constant. I use a Go No Go feeler gauge on valve adjustments. I run the engine an hour with the radiator 3/4 covered to make sure everything internally is up to temp. HTH. SoS.
