Like Mr. Geiger says below, cut the old bolts out: easy to do with a 4 1/2" hand grinder and a cut-off wheel - cut the bolts in half between the axle bosses and separate the two ends with a flat chisel, then with a drift punch and large hammer, punch the ends through the bosses. As Tim suggests, insert new locally bought longer hex head bolts through the fender brackets and the bosses and you'll be in business to install the lower end sway bar brackets.
