You would need to be very careful that you didn't let starter come apart & would have limited working space to clean up. If I were worried about starter coming apart & not being able to put humpty dumpty back together again I would clean a small spot on starter housing barrel & on engine near starter & hold meter probes tightly on those two spots & measure voltage as starter motor labors. This might tell you that no 'cleaning' is needed.
