How easy should I be able to turn over the engine by hand?

So, I'm still troubleshooting this no start thing. I have a new battery,starter and solenoid. When I try to start this thing, the starter just makes a humming noise, like it is trying to engage, but it can't. I hooked my starter/jumper directly to the solenoid, in case there was a wiring/switch problem, and same thing. Its acting like the starter is not strong enough to turn the engine over, or like the engine is seized. After talking to folks here and other places, this doesn't seem likely, especially since I was using the tractor and it had no sounds indicating an engine about to go. And the last time I used it, it started hard, but was running fine, I turned it off to hook up a trailer.

My question, how easy should I be able to turn the engine over by hand? I know these had high compression, and I'm a pretty strong guy, and I cant seem to turn it over by grabbing the belt. I tried putting a screwdriver in the starter hole, as well as the inspection port looking thing on the right side of the tractor. I feel like my screwdriver will break or bend before the engine will turn over.

Should I be able to turn this over by hand? I removed the plugs, thinking that might make it easier, but no difference.

Any thoughts?
