Carb trouble

I bought a 1941 9n that had been sitting for years, Has spark but wouldn't run, removed the carb and disassembled it to find the bowl filled with rust and the floats set up, freed up the float, removed all the crud, cleaned every hole ,port,passageway with carb claener and compressed air, reinstalled it and NO fuel to the engine-Will not run!!??, Pulled the drain plug on the bottom of carb all kinds of flow so Id say the bowl is filling with gas.
I can make it run "Barely" by holding my had over the intake of the carb, Just holding the choke on does nothing.

I'm confused, as you know there ain't much to these carbs, it should do "Something"???
